Policy, Systems, and Environmental (PSE) Change 101

Topics: Overview of the Policy, Systems, and Environmental (PSE) change framework and how to incorporate it into coalition work, examples of PSE changes, and strategies to focus on upstream changes in public health practice that address root causes and the social determinants of health that contribute to health inequities in communities.

Online (3 hours)

Description: The Policy, Systems, and Environmental (PSE) Change framework can be used to address the underlying root causes driving health inequities in communities. This training will give participants a foundational understanding of the social determinants of health, along with historical context and the systems and structures in place that perpetuate health disparities. Additionally, the training will give participants an introductory understanding of the PSE Change framework, and how it can be applied to address health inequities in their communities. Participants will leave with tools and strategies for analyzing root causes of health disparities and implementing an upstream approach to address them through the PSE Change framework

Audience: Coalition leaders and partners, community health advocates and community members, public health professionals, and students.

Learning Objectives: Participants will be able to:

  1. Define the elements of the PSE change framework and examine how root causes and social determinants of health contribute to health inequities.  
  2. Identify strategies and tools to address health inequities through the PSE Change framework.
  3. Analyze the root causes and social determinants of health associated with negative health outcomes and identify the corresponding upstream PSE changes that can be implemented to address the public health issue.

  1. Shared vision including a focus on reducing health disparities and promoting health equity. 
  2. Consistency with MDPH’s goals and priorities. 
  3. Membership that is reflective of the community. 
  4. Participation from key partners (individuals and organizations that have a vested interest in a program or policy initiative, e.g., it will impact them directly).
